Abstract

Information society and rising up of the speeches on the Information and Communication Technologies : The case of the french higher education Speeches from experts and from the administration For the last ten years, numerous works on Information and Communication Sciences have been interested in the rising up of information highways, Internet, Information and Communication Technologies as well as in their related past or present speeches. Their research put an emphasis on the importance of the ideological dimension of these speeches (world visions underlined by technical recommendations), on the weight of the representations and of their imaginary to “carry” the customs. These crossed approaches lead them to focus amongst other things on the international and sociological dimension of these speeches. The field of higher education is sometimes mentioned when it has never been subject to a specific research. We are therefore proposing to consider the speeches coming from experts and from the central administration commending the integration of the Information and Communication Technologies and prompting their use. We willl demonstrate, amongst other things, in what way these words that we can qualify as “general” regarding Information and Communication Technologies and regarding the information society are transferable. More specifically, we will identify the links between these speeches and the ones done by these actors of higher education. Within the framework of our communication, we will bring up the stakes and logics rising up from the institutional speeches (speeches from the central administration addressed or itended to educational establishments, official reports or from members of parliament about the Information and Communication Technologies) The purpose is to initiate new practices, to define a public politic in this field. Therefore, we will focus on the lexical forms used by these speeches, on the institutional arguments and logics going with them.
